The shortage is being driven as much by supply allocation as by demand growth. Memory suppliers are directing capital, cleanroom space, and process resources toward higher-value AI products, reducing the urgency to add mature-node NOR output.

Taiwanese and Chinese suppliers are investing in expansion, but equipment installation, process tuning, product validation, and customer qualification create a lag between announced CapEx and usable supply.

02 | High-Capacity NOR Is Where the Pressure Is Strongest

The market is not tightening evenly. High-density products face the strongest imbalance as complex platforms require larger firmware images, more security functions, and more configuration storage.
